The San Cristóbal de La Laguna City Council has obtained the highest score in the Canary Islands Transparency Index (ITCanarias) for 2025, surpassing previous report results. The evaluation also highlights the municipality in other areas such as mandatory information and active publicity.
The San Cristóbal de La Laguna City Council has achieved the maximum score in the Canary Islands Transparency Index (ITCanarias) for the year 2025, representing an improvement over data obtained in previous reports from the Transparency Commissioner. This result places the municipality among the administrations in the archipelago with the best records in this area.
The mayor of La Laguna, Luis Yeray Gutiérrez, positively assessed the recognition and stated that “these great results confirm a clear evolution of this Council and place us once again among the administrations in the archipelago with the best results in these management areas, reflecting our clear commitment to free and open access for citizens.”
The councillor for Presidency and Planning, Carla Cabrera, detailed that the report grants La Laguna other notable results beyond the ten points in ITCanarias. Specifically, the municipality achieves 6.45 points out of 7 in Compliance with Mandatory Information (ICIO), 2.98 points out of 3 in Compliance with Web Support (ICS), 0.80 points out of 1 in Voluntary Transparency (ITV), and 9.43 points out of 10 in Compliance with Active Publicity (ICPA).
Cabrera wanted to acknowledge the work of the technical staff involved in these efforts and noted that “our goal is to continue striving to achieve the maximum score in all indicators, using community contributions as a reference.” The councillor emphasised that the Council's website stands out for its technical quality and for the tools recently implemented to ensure universal accessibility, regardless of users' visual abilities or office skills.
The ITCanarias index measures the degree of active, mandatory, and non-mandatory transparency of an entity. These reports have been prepared since 2016 and include contributions of more than two million data points that facilitate their calculation and allow understanding how public entities and institutions in the Canary Islands comply with their informational obligations on their transparency portals.
For the La Laguna City Council, this recognition serves as an endorsement of its transparency policy and an incentive to continue improving. Councillor Carla Cabrera insisted that the intention is to “continue striving to achieve the maximum score in all indicators,” using the contributions of the municipality's residents as a reference.
Inter-administrative collaboration
At the beginning of this year, Mayor Luis Yeray Gutiérrez and Councillor Carla Cabrera held a meeting with the Commissioner for Transparency and Access to Public Information of the Canary Islands, Noelia García, with the aim of strengthening cooperation between both institutions. In that meeting, proposals were gathered and it was agreed to continue applying new measures to improve access to public information and citizen attention.
La Laguna thus consolidates itself as one of the Canary municipalities with the best practices in transparency, an aspect that citizens increasingly value when demanding open and responsible public management. The City Council encourages residents to consult the municipal transparency portal to learn in detail about contracts, budgets, or government decisions.
