The Government Council authorises an investment of 10.4 million euros for a Dynamic Acquisition System that will expedite the supply of furniture, teaching materials, and technology to non-university public educational centres in the archipelago.
The Government of the Canary Islands has greenlit a new contracting mechanism that will allow non-university public educational centres to receive equipment more quickly and flexibly. The Ministry of Education, Vocational Training, Physical Activity and Sports, led by Poli Suárez, will have up to 10.4 million euros to implement a Dynamic Acquisition System (SDA), approved this Monday by the Government Council.
This system replaces the traditional model, which required a contracting procedure to be processed each time a centre needed a supply. With the SDA, companies that meet the requirements can register permanently, and the administration can make specific contracts almost immediately, reducing bureaucratic burdens and shortening response times.
The initial investment is set at two million euros for the first year, but the total value of the file reaches 10.4 million, which includes the planned extensions for a maximum of five years. The system will remain open for the incorporation of new suppliers throughout its duration, fostering competition and business participation.
The General Directorate of Infrastructure and Equipment, coordinated by Iván G. Carro, will be responsible for managing the acquisitions. The new procedure will allow for more flexible purchasing planning, adjusting to the actual needs of each centre and improving the educational administration's response capacity.
Among the supplies that can be acquired through the SDA are school and children's furniture, equipment for dining rooms and kitchens, blackboards, teaching and laboratory materials, sports equipment, adapted furniture for students with special educational needs, health and safety materials, technological equipment, musical instruments, sound systems, and other resources for the daily operation of the centres.
The file is structured into 38 supply categories, distributed across the two Canary provinces, with the aim of organising acquisitions and ensuring effective coverage of the needs of all public educational centres in the archipelago.
According to sources from the Ministry of Education, this initiative represents a step forward in modernising administrative procedures by incorporating a tool that allows for more efficient management of public resources. Ultimately, the measure aims to improve educational quality by ensuring that centres have the necessary equipment in a timely manner.
The SDA is an electronic contracting system already used in other administrations, which allows for the streamlining of recurring purchases without the need to open a new tender each time. In the context of Canary Island education, this approach is expected to reduce waiting times for the receipt of materials, a recurring problem in recent years due to the rigidity of traditional processes.
Educational centres will be able to channel their demands through the General Directorate of Infrastructure and Equipment, which will prioritise acquisitions based on identified needs. The flexibility of the system will also allow for purchases to be adapted to the evolution of demand, without the need to modify the framework contract.
With this measure, the Government of the Canary Islands reinforces its commitment to improving public education, betting on administrative efficiency as a tool to optimise available resources. The implementation of the SDA is part of a broader strategy of digitalisation and modernisation of educational management in the islands.
