The Plenary of the Mogán City Council has unanimously approved the new Ordinance regulating the fiscal calendar and tax benefits, which reduces the minimum deferrable amount from 300 to 150 euros and extends the terms to 30 months.
The Mogán City Council has given final approval to the new Ordinance regulating the fiscal calendar, tax benefits, and procedures for paying tax debts. The regulation, unanimously approved in the Plenary held this Wednesday, replaces the one that had been in effect since 2005 and aims to simplify procedures and offer more flexibility to taxpayers.
One of the most notable changes is the reduction of the minimum amount required to request a deferral or fractioning of debts, which decreases from 300 to 150 euros. According to municipal sources, this measure will allow people with lower economic capacity to access these payment facilities. Additionally, the threshold at which a guarantee is required increases from 3,000 to 25,000 euros, aligning with the criteria of other administrations and avoiding disproportionate burdens for smaller debts.
The ordinance also introduces a progressive system of brackets and terms, increasing from the current three to eight, with periods ranging from 3 to 30 months. This way, the payment calendar is adapted to the actual economic situation of each taxpayer. In extraordinary cases and duly justified, the competent authority may authorize exceptional terms of up to 45 months.
During the public exhibition period, Nueva Canarias submitted two allegations. One of them was dismissed, but the other, accepted, proposes to improve the regulation of the Personalized Payment System (SAP), a mechanism that already existed in the municipal administration. The text now develops the SAP in greater detail and clearly defines its operation.
The new regulation also strengthens the regulation of collaborating entities in collection, ensuring a more transparent and effective procedure. Additionally, it updates the municipal fiscal calendar and unifies the tax management procedures into a single text, providing greater legal certainty to taxpayers.
The ordinance will come into force once the final agreement is published in the Official Bulletin of the Province of Las Palmas and on the City Council's notice board. It is expected that the residents of Mogán will benefit from the new conditions in the coming months.
In the same plenary session, an urban planning agreement was initially approved for the construction of a non-hotel complex of 19 five-star apartments on La Cornisa Avenue in Puerto Rico. The City Council will receive 9,790.42 euros in capital gains. A minor modification of the Subsidiary Regulations in the Morro del Guincho area, in the heights of Tauro, was also approved to adapt the current planning to the urban reality.
On the other hand, the Plenary rejected a motion from Nueva Canarias urging the City Council to cease the application of the tourist tax. The governing group defended the need to maintain the tax while the cassation appeal before the Supreme Court is processed. The mayor reminded that the tax helps to offset the deficit generated by tourist pressure on public services such as the integral water cycle or waste management, estimated at nearly three million euros annually.
Finally, a proposal from Nueva Canarias to dismiss the request for suspension against the agreement requesting the extraordinary extension of the concession of the Port of Mogán was rejected.
