The Teror City Council has achieved a perfect score of 10 out of 10 in the Canary Islands Transparency Index (ITCanarias) for 2025, following years of high marks. The Gran Canaria municipality thus positions itself at the forefront of open government in the archipelago.
The Teror City Council has reached the perfect score in the latest edition of the Canary Islands Transparency Index (ITCanarias), with a 10 out of 10. The evaluation, which measures active transparency and access to public information of local entities, places the Gran Canaria municipality at the top of open management in the archipelago.
The leap has been remarkable. In previous assessments, Teror had established itself at high notable levels, with a score of 8.54 in 2022 and 8.44 in the 2023-2024 period. Now, the council has achieved a full score, a result that acknowledges the technical effort and cooperation among its various departments to structure, update, and publish administrative information rigorously and accessibly for the public.
The councillor for the Secretariat and head of the Transparency Area, Sabina Estévez, has regarded the result as a milestone.
“Achieving a 10 in transparency is not just a technical indicator, but an ethical commitment to our people. This result reflects the professionalism of our staff to ensure compliance with the Transparency Law, as well as the commitment to firm political management that believes in a transparent, open administration at the service of the public,”the councillor stated.
Behind this rating is also institutional support. The Commissioner for Transparency and Access to Public Information of the Canary Islands, Noelia García, visited Teror last June to hold a working meeting with the mayor, José Agustín Arencibia, and Estévez herself, along with other members of the government team. In that meeting, operational doubts were resolved, the period for objections was analysed, and direct technical guidance was offered, allowing for the review of published information and addressing observations before the final evaluation.
For the residents of Teror, this recognition translates into easier and more reliable access to municipal data: budgets, contracts, salaries, institutional agendas, or full agreements, all available through the council's transparency portal. The local administration thus reaffirms its commitment to continue promoting administrative modernisation and open government, with a public service that is close and fully committed to the citizens' right to be informed.
Achieving a perfect ten is not a destination, but an incentive to maintain the level. The Teror City Council aims to consolidate this top rating in future editions of the index, which periodically evaluates Canary Island councils.
